Clothing Manufacturer for UAE Importers — Zero Import Duty Under India-UAE CEPA

The Comprehensive Economic Partnership Agreement between India and the UAE has been in force since May 2022, and it changed one line on your customs sheet in a substantial way: import duty on most textile and apparel categories was eliminated. Ready-made garments that cleared at 5% before the agreement now clear at nil.

Five percent sounds small until you multiply it. On a twenty-thousand-dollar shipment it is a thousand dollars of duty that no longer exists; across a season of six containers it is the cost of a rail of stock. That saving sits on top of what already made Indian manufacturing competitive — cotton from Gujarat, block printing done by hand in Pushkar, and conversion costs that leave room for a boutique margin.

The preference is conditional: goods have to qualify as originating in India. For garments that test is substantially met when the fabric is dyed and printed in India and the cutting and sewing are done here — which is exactly how our atelier works, since the dyeing, printing, cutting and finishing all happen in Pushkar. The preference therefore comes with the garment rather than as extra paperwork, and we supply the origin documents with every consignment.

One distinction worth holding: duty is not VAT. UAE VAT is still accounted for by the importer at clearance; what CEPA removes is the customs duty.

Most UAE orders leave from JNPT near Mumbai and arrive at Jebel Ali. On the water it is four to eight days; door to door — collection in Pushkar, export clearance, and your clearance in Dubai included — plan on ten to fourteen days. Small orders travel consolidated (LCL); from roughly eight hundred pieces a full container is cheaper per carton.

For urgent or short runs — a wedding drop, a hotel shop that has sold out, a top-up between seasons — air freight is available at two to four days door to door, and sample parcels go out the same week by courier.

Count back from your delivery date: a first order with new prints is realistically six to nine weeks from the day sampling starts; a reorder, with fabric already booked, is four to six. We ship to Dubai, Sharjah and Abu Dhabi, and quote onward delivery outside the city.

  Resort wear

  Kaftans, maxi dresses, cover-ups, sarongs and co-ord sets in voile, linen and rayon — cloth chosen for heat and for how it behaves after salt water and sun. The full range is on the resort wear page.

  Modest-wear adaptable cuts

  The same pattern blocks, adjusted on request: higher necklines, longer sleeves and hemlines, looser silhouettes, fuller coverage, and opaque linings where a cloth runs sheer. Nothing about a shape is fixed; length and ease are the two things we change most often.

  Hand-block prints

  Carved wooden blocks and natural or reactive dyes, printed by hand in Pushkar. Motifs can be developed for the Gulf market — palm, date-frond, jaali-inspired geometry — alongside the florals we print for European buyers.

  Embroidered couture

  Hand-embroidered and sequinned occasion pieces, from a light thread scatter to a fully worked bodice, made in small runs for buyers who want one piece rather than a hundred.

Customization is the default here, not the exception. Most orders begin as a silhouette from our resort wear or hand-block prints range and end as something specific to your shop — length, sleeve, neck, print scale and colour all moved to your brief.

Fifty pieces per style, per colourway, split across your size set in whatever ratio sells in your shop. Two styles at fifty each is a perfectly good first order, and it is how most of our long-standing accounts began. Above five hundred pieces per style the rate improves; collections are quoted above two thousand.

Terms are FOB Mumbai or CIF Jebel Ali, quoted in writing with dates committed before payment — deposit to begin production, balance before dispatch. For UAE customs clearance we raise the commercial invoice with HS codes and declared value, a packing list with carton marks, weights and measures, the bill of lading or airway bill, and the CEPA origin document you need to claim the zero rate. Fabric composition and country-of-origin marking go on your labels; send us your brand's labelling requirements and we print to them.
